Graves rework idea
While certainly viable and balanced from gameplay perspective, Graves' character concept is very poorly executed. Only thing reminiscent of a shotgun-wielder on him is his Q. For example we could make an engineer/explosive expert with Graves' kit and it'd make much more sense.
I love Graves, and I'd really like to see him live to his supposed fantasy (badass shotgun wielder, weak at range but once he jumps into your face he wrecks you. My idea would be something like this:
Base stats: Graves should have extremely high base AD/AD growth but terrible base AS/AS growth and low range (400 or so units). He should also be more tanky to compensate and maybe even have higher MS.
First of all, Graves would use a pistol for his basic attacks, and would work on a new resource: Shells. Graves would regenerate shells at a fixed rate affected by cool down reduction, to a maximum of 4. Shells would be a bread and butter of his new kit, starting with his new E:
E: Quickdraw Passive: Autoattacking while Quickdraw is on cool down reduces shell preparation cool down by X (Like his current E reduces its own CD on AA's, new E would help him get shells faster). Active: Graves dashes for a short distance and loads all shells he currently has into his shotgun. For next X seconds or until he runs out of shells, Graves uses his shotgun for basic attacks. Shotgun has short range and deals damage in a cone. Damage is higher the closer the enemy is to Graves. Quickdraw can be cast while Graves has no shells, and won't modify his basic attack that way.
Q: Buckshot - Costs 1 shell. Damage component is mostly unchanged from its current version. Added - Graves prepares Buckshot shells. His next Buckshot or Quickdraw loads Buckshot shells into his shotgun. Buckshot shells ignore a percentage of target's armor due to projectiles' small size and high spread. Buckshot applies effects from whatever shell type graves currently has.
W: Smokescreen - Costs 1 shell. Active component mostly unchanged. Graves prepares Black Gunpowder shells. Attacks using these shells leave small smoke clouds on hitting their first target. Enemies have difficulty aiming through the smoke, thus the damage of attacks and abilities which pass through the smoke gets slightly lowered.
Explanation - This should be Graves' utility spell. In loading his gun with these shells he sacrifices damage for utility. Like Windwall, but less broken.
R: Collateral damage: Passive: Graves' shell limit increases by 1/2/3. True Grit max stacks increase to 40/45/50. Active: Initial damage reduced. After casting, Graves immediately loads his gun with incendiary shells. These shells deal additional X% of Graves' AD to enemies hit over time. This damage triggers life steal and can critically strike.
