are they still cut in half when he dies?

Actually I would say that's kinda doubtful. Given that they also striped some of Chogoth's stacking utility (No longer gives 2 stacks on champ kill, no reduced cooldown on minion kill)
It looks more like they are changing how the ability will help him.
