if you adc and need cdr. alternative to, and or pairs well with

its a somewhat defensive item and cdr can help with refreshing your defensive spell.

Then you realize that Vlad and Akali are single(double?)handedly keeping spell vamp from ever being viable on anyone else.

No, the amount of damage mages do is the reason that spell vamp isn't viable lol. Something like Veigar, that can hit for 1k fairly easily lol.

Spells could very easily be given individual spell vamp ratios. Like how all AoE gets 35% spell vamp. There are very easy ways to make Spell vamp balanced, it just clear Riot just doesnt want it to be.

You can not, in no possible way balance out spell vamp between every mage, it is a fantasy. If you were to "balance" out and give different spells ratios for spell vamp that would take a whole overhaul of mages and change their ratios especially the damage mages can deal. If you were to give Syndra a path that made her viable to get spell vamp her ult would easily sustain her and let her do continous damage in lane with no punishment. It would take a whole rework on mid laners and mages because spell vamp would be virtually used on all mages.

Its not akali or vlad, spell vamp is inherently very strong. If you were to buff spell vamp to the point of viability for all mages and ap assassins, then it would tip the balance of league from burst to never ending sustain. Mages are suppose to control lanes, and provide CC so that the adc and themselves can kill a high priority target. Assassins and Mages aren't meant to sustain forever since they poke and then get the hell out. Akali and vlad are exceptions, considering the strength of Akali right now and Vlad they aren't top tier because of the lack of spell vamp its just their kit is inherently weak vs CC and continuous damage from ADCs. If you were to buff Spell Vamp Morgana, Soraka, and other champs with a built spellvamp (soraka with her q) in would see major changes

No it isnt.

The sole reason they havent bothered balancing Spell vamp for all mages (note that word, balancing, that doesnt mean buffs it overall) is because of how broken Vlad and Akali would be with it.

Riot has even flat out said that.

He stated multiple champions, and that Riven is just one of them.

Also wouldn't necessarily need to remove the BF sword path either. could select from either to suit your preference. Attached picture.

Originally had this idea for ice born gauntlet. http://imgur.com/yYNBdOk and i can think of a few other items that could get this sort of dynamic build path.

What sparked this idea was I had this Lucian build in mind: item 3153 item 3508 item 3078 item 3139 item 3035 item 3006 gives 20% cdr with ER and scimitar.

since armor pen is pretty strong could have it only give like 45 dmg. 15pen. armor pen works nicely with spells too which you'd be using more of with the cdr you get. With all that synergy in one slot might need to tone down the flat damage it gets/cost effectiveness to keep it balanced. The 3700 price point though is already hard to reach though maybe it could be a bit less costly with the brutalizer, like 3500 gold instead. would be nice with 3200 gold essence reaver also being more budget oriented.
