Replace Veigars Passive or Ult with Something similar to Annie/Karma

Right now none of Veigars abilities do to well on their own, besides his ult. While Veigar's current passive is good for him and his new afk farm under turret all game until someone accidentally walks into your stun play style, I think a passive that either amplifies a spell after a certain amount of time or amount of spell casts could help him be more versatile. I would even be open to try replacing his ult with it if it proved to be effective for him. There would be a visual indicator so the other team would know when this is active of course.

For example, his amplified E could be instant, like the old one, (Remember he would have a visual indicator to the other team could expect it, just like Annie) the inside area could apply a slow, touching the walls could deal damage, or it could have an immediate cd (aka 2 charges) Just some ideas.

His W could have a larger radius, shorter drop time, extra damage, or immediate cd (aka 2 charges). Just some ideas.

His Q could go through all enemies, have extra range, apply a slow, give extra ap, or have an immediate cd (aka 2 charges). Again just some ideas.

I personally like the idea of each ability having 2 charges. Imagine 2 even horizons at the same time (fits Veigars sadistic style of torment). Both would have a delay still and be avoidable. Veigar could drop 2 Dark Meteors (because you know... he's the Final Boss) for high burst or just large aoe coverage. Even having 2 Q's could be useful for stacking AP and who knows, with 2 Q's you might be able to harass the other laner.

Right now Veigar's kit is awkward to use and something like this could give him more options. Let me know what you think.
