I suspect that they are waiting until they deprecate the old client. No reason to implement 10 bans in a client you're about to Axe

Especially since 2 new champions are coming out at once. By the time we get 10 bans, we will already need 14 bans because of how many new champions riot has released hahahaha

No, it's because ten bans are hard to implement into the old client. Besides, cosmetics is a completely different team.
