? they reworked marksmen so they don't assassinate targets in 0.5 sec

they didn't intend to completely make them unable to burst, a late game carry should burst no matter who they are no carry in this game can't burst in late game except Ashe due to her design

oh she can I assure you that has like 2.0 attack speed in late game, 300 ad and crit she's going to at least remove 50% of your hp within 2 seconds

Oh boy you haven't seen a 6 items Sivir in a long time right?

Make sense, she's not popular on soloQ but sure with her as+W reset she can burst with a couple of items.

"late game", not after getting item 3095 or even better, MissFortune item 3147 taking 80% of your hp with a single auto

Miss Fortune bursting exists since 2009 What riot tried to reduce was the late game insane assassination from ranged DPS marksmen, they didn't want to reduce burst from champions supposed to burst
