Or the base damage is just bristle and it's enhanced by Sejuani's reins (and AP) to become magic damage.

This is meant to be a juggernaut/tank. Not someone that smashes health bars while tanking everything. By the looks of the spell, it seems that instead of a DOT, it's a two part burst spell. Already that fucks up Liandrys. So, people will now look and decide AP cheesejuani is the logical root. Killing it before it lays eggs.
Also, makes her do more damage. Previously, you could build MR and all of her abilities were weakened. So, now she'll still be able to have relevant damage as a tank in case MR is built in that she has an AD scaling in there too.

and AP bruiser sejuani was never a problem, nor was the full AP fun build
