I think someone is mad because they've lost 3 ranked games with Vlad for an average score of 3.3 kills a game, 7.7 deaths a game, and 5 assists a game. Not to mention barely clearing 100 CS a game.

He does require knowledge to play.

He takes a lot of skill to play well, and you still can't pick him into several lanes (for example, Vlad vs Riven always ends in Riven winning if they are even remotely competent). While he does become a lot easier as the game goes on and he gets some items, using his ult and W correctly and knowing when to engage or run away is critical on him.
