What makes Nunu so hot and cold? (no pun intended)

What is it about Nunu that makes him the absolute best meta jungler sometimes, and the absolute worst other times? There are several other champions like this, but their tipping points are obvious. Assassins suck when tanks are prevalent, ADCs and squishy mages suck when assassins are prevalent...

But I'm just not sure what makes Nunu such a "Great one patch, garbage the next" champion...

I think it's mainly do to his simple kit design. He's pretty linear in his playability, there is basically only a few things that Nunu does - and you can't really have much skill expression, the best trick he has is hiding with his ult and thats gimmicky at best. Ultimately, he's either fed and a terror, or not contributing much other than a slow.

He's one of the dudes i'd love to see get a rework. There isn't much skill expression in how you play him.

Binary design, plain and simple. His kit is all point and click with the one AOE on his ult. It's a bit of a problem with older champs. Not a lot of skill expression and such. It can be charming, in a way, and definitely impressive when you see someone who is legitimately really good with them and not just playing a champ who is very good and good against the meta. It's incredibly dull to play against though, which is why Riot is kinda trying to kill binary champs. Just not the ones people like.
