None of Rito's balance changes work the first time...
Look at Cinderhulk etc... There's bound to be a review of the changes. So why can't we have a more frequent/vigorous patch schedule to test/iron out the smaller, more easily-fixed issues?

Because some of these issues won't be seen until it gets to live and you've got 30 million people testing it out.
Precisely- that's why more frequent patch cycles will help?

More frequent patch cylces will do the opposite since now you'll have bugs that would've been fixed on the pbe make it to live and servers will have to go down/patches rolled back etc. Blizzard di what you suggested and it was horrible with servers down for days, patches being rolled back, bugs that were out that never should've been relased etc.
Perfect example of that type of bad decision making was when they continued it for MOP closed beta for people that pre ordered the game and paid for a year in advance. It actually turned out to be a closed ALpha instead and it was horrible then they made it worse because people qq'd about it and instead of 20k people testing out 4 servers they opened it up 2 weeks later to 7 million players.
Teh community basically ended up doing pre alpha testing for a few months and you were lucky if you could play for a few minutes at all.
What I think is that people are afraid of change. What is happening right now is that Riot reinterates over some ideas for months and they never get done. Everything gets pretty stale. Of course serious bugs gotta be ironed out before they put up the patch. But I think all of us will benefit from a faster patch cycle.
Not every issue will be found in the PBE and internal testing.

Yes, precisely. Send the patch to live sooner- have a team on hotfixes if issues come up, even revert changes. Instead of sitting on features/ideas for months, testing them- then still get balance/error issues undiscovered until they're live.
edit: Because u know what I think - I think Riot never predicted the Smite/TP meta to happen with Cinderhulk. After much testing, new shit still happens right under their nose. I say- just go with your gut and logic.
Because balance will never end

They won't end but they can happen faster, with more small changes.
