Hard to get cooldown aside from Morello?
Been playing vlad alot, not many options aside from runes per level
Even troll adc's that run mid get more cooldown options than mages do.

all give cdr and are a nice adition to his build
Cybernetic Ghost1 votesAgreed. After Morello's I usually do Zhonya's first so I can have 30% cdr right away. That's enough to get by for most of the game.

visage on vlad is a must in any so matchup though as the 10% cdr paired with the 20% extra healing on everything is really nice with the mr it offers
