Why doesn't riot only chat restrict parmanently flamers and permaban inters and trolls ?

I mean a flamer has only one issue not respecting others so if you chat restric him permanently he will not be a treath for others players anymore.

However real inters and trolls do deserve permabans because there is no way to make them stop doing this.

you can stop flamers and trashtalkers by removing their chat and restrcting them.

However there is no way to solve inters and trolls.

Moreover i'll add that those times are hard for riot as LoL is losing more players than gaining new coming players...

I'll add that ethicaly it isn't right to remove years of xp and gathering every single character plus the money spent.

The treath is their flaming, so instead of permanently banning them why don't you simply chat restrict them permanently ?

Many of those players don't troll or int they just have frustration to lose or to get steamrolled. This year there is a lot of issues with the matchmaking. This adds a lot of frustration to the game...
