this entire list has completely fallen out of meta for at least over a season at some point in their history. Has brand ever been meta?

I've always known brand to be neutral.

Those champs fall out of the meta all the time lol

Yasuo - has had high points and low points, majority of the time high elo players can agree he's not actually good, but if his itemization or runes get changes he pops into the meta. I specificially remember him being pretty terrible after his tank build got killed, then he bounced back after a few crit item changes.

MasterYi - never is in the meta. He's only played in low elo games because he can pubstomp off uncoordinated team comps, in high elo he's almost a troll pick unless he's doing a gold funnel boosting strategy (taric or old kayle, idk if new kayle can do it).

Vayne - only good during tank metas, she was obselete before they buffed her to keep up with Kaisa. She's also pretty bad in metas where games are short (don't remember seeing a vayne in season 7, but that might also have to do with the fact a item 3504 item 3085 Twitch KogMaw were eons more valuable than her at that time).

Zed - unironically he's weak when assassins are weak. Like every assassin in the game, either he's so strong he can get picks or everybody just groups and he's forced to split push all game. He was actually pretty shit before they buffed him with that mini-rework.

Darius - hasn't really been top tier since the juggernaut update, but he's a solid pick in some metas, especially tank metas. He's easily countered by specific matchups and is pretty easy to kite out in a teamfight.

Brand - wasn't meta for a pretty long time, he's kinda niche since he's outclassed in mid lane and he's a poor man's Zyra in bot lane. He's good when its a tank meta since he deals % health damage but far from top tier. (as a matter of fact right now on op.gg he's ranked 17/32 of support champs.)

Veigar - I can't remember there being a veigar meta actually.. i don't think he was even A tier during the mid year mage update. atm he's ranked 44/56 of mid laners, and thats with his glacial build. If you're going to pick a mid laner that farms to scale, its better to pick one with mobility, more AoE damage rather than single target, and that isn't completely countered by summoner 1. Otherwise, if you pick veigar in high elo, the mid just takes cleanse, and the jungler camps you with flash down since you're immobile and the cage is easily avoidable.

There's really nothing in the game that's always been meta, except for possibly Thresh but even he had his droughts in pro-play.
