Would it be healthier if we didn't have jungle items?

Think about it for a second. A lot of the jungle items we've had over the years have either been nerfed severely (cinderhulk being a classic example), or removed (Spirit of the Elder Lizard, Spirit of the Spectral Wraith, Spirit of the Ancient golem, Wriggle's lantern, Feral Flare, Devourer, etc). I'm sure there are many that I'm forgetting but you get the point. Clearly these items are too difficult to balance, so instead of making items specifically for junglers, we should just not have them. Jungle items aren't really needed for this game anyways. All it really does is help with the first few levels while clearing anyways. Yes this would mean that clear times are weaker early game, and there won't be as many early game ganks, but at least we won't have items that are clearly broken.

They need some way of discouraging laners from raping the junglers jungle at level one to get early level 2.

no need to use "rape" there tone it down.

They needed a way to discouraging laners from CLEARING the jungle to get an early level 2.

what if it is not?

It is not like jungle would stop being played if it was gone about right.

Nope.. I always reprimand anyone I hear use the word in game, friends on skype or playing some competitive card game. There is no need to use it.

Why? It's a very common thing and is entirely beneficial to your team. You won't have the clear speed that early for it to matter unless every lane is taking a camp

Well Riot doesn't want buddy jungling or laners taking camps early ask them not me.

You forget that up until the introduction of bonus exp for junglers which was placed on their jungle items, junglers woudl be severly underleveled throughout the game.

Hand of midas effect on smite while keeping the up to 2 charge stack on smite would nullify this issue.

Make smite only do damage to monsters and minions with no special upgrade path based on an item and it will have next to no value on a laner unless they are trying to power level which would be an interesting and likely hard to break thing on it's own. Yes levels can give you an advantage but so can ignite, exhaust or TP.

There's no way to sugar coat this. Junglers have a weak early game. That's just how it is. Monsters do a lot of damage, and if someone invades you you're going to suffer. Use your wards, and pick your battles carefully. If you know someone is stronger than you, just leave. Not worth getting killed.

A lot of the problems with the first and second wave of jungle items came from top lane use/abuse (RIP Heart of Gold).

Personally I think jungling is the healthiest its been since S1/2, before we got relegated to secondary supports, and a lot of that is due to the jubngle-specific itemization and enhanced smite.

It's not only jungle items that get "broken" and reworked. As the game evolves, all items need rebalancing, and sometimes end up being removed due to being too strong or useless. We just had a massive patch where many mage items were reworked.

I have little good to say about most of the League changes over the last few years, but I love the current jungle itemization. Instead of being forced into an off-tank utility role, I can bring a carry, utility, defensive tank, mage, whatever I want into jungle and still get a decent enough start my first few clears. Then, I can use those items to build into something meaningful later on.
