Vause it gave the element of surprise, hes an assassin for f sakes hes suppose to have the element of surprise... Even the passive scaling i agree with but don't make the scaling high cause it would be too unfair if the target is isolated... Make it 15% of total AD since the base damage is already pretty good for an all in assassin to have as a passive 180..
