"Vayne is extremely vulnerable to CC"
I don't disagree that she is vulnerable to CC, but when 
most 
of 
those 
CCs 
are 
either skillshots or require you to be on melee range to work.
Because Vayne can easily dodge a Rupture, a Charm, a Dark Binding... And of the few targeted CCs we have, many of them require you to be in melee range, which is difficult to do when Vayne can just kite you eternally.
Very few champions have targeted ranged CCs that allow us to counterplay Vayne properly. Examples include

. However, why should I have an Annie/Ryze/Malzahar/Twisted Fate on every of my matches to even have a chance to win against her? Not to mention, even those CCs can be removed by 
. And those four champions that I mentioned are immobile and vulnerable, which is something that Vayne and her team can take advantage of.
