New Magic Pen Item? New Magic Pen Item

well since abyssal lost its pen i've been longing for another flat pen item especially since Maw, Mercurial, and Edge can give a lot of mr to otherwise squishy ad assassins and carries while still allowing them tons of damage and utility. also cause of the assassin rework there's a good window the ap bursters have to work with that a high attack spd can easily chew through before it closes especially if above item/items are built. this could help the ap assassins chain a little bit better too so after blowing up a squishy they don't have to sit there and watch a tank/bruiser take apart their team and do little for reprisal. i miss stacking the pen (old, very old lb build i loved, haunting guise (no lilandrys yet), pen boots, abyssal worked wonders despite the guise usually falling off late game) especially when there isn't quite the need for a void staff every game so without further ado, my idea;

haunting guise + seekers armguard

Hp: 200-250 Armor: 20-30 (don't want this to become a tank item so keep these low but meaningful)

AP: 60-80 (standard range for most ap items)

AP pen: 15 - 20

Passive: On champ kill double (either from this item or total) ap pen (flat obviously) for 6-8secs (could be lower but since you probably burned most of your spells on the kill this needs to take into account cooldowns to be useful). 30-40sec cooldown.

so two items that don't build into anything but their higher form (seem to remember you all not liking this too much, stinger anyone?), some armor and hp to help make that gnashing att spd damage or high burst thanks to duskblade's new passive (hey why do they get to stack lethality but mages can't) a bit more manageable (double paned window rather than single). they'll still get the true damage of course but less of the rest. ap cause ain't a mage item otherwise and the pen to help with the plethora of mr items now. the passive is mainly for that chain i talked about above, if you can get the first kill your chances of getting a second are better and you can even afford to use some boom on the tanks/bruiser cause their mr matters less. i can see this being overpowered, but you guys like that in your shiny new stuff so people will use it, and abused but what item hasn't been? ok maybe some of the support stuff. this will also give an alternative to the rylais/lilandrys combo you just had to nerf (rylais mostly) and give mages something other than just zhonya's for armor and counter burst. while it may not be the double-edged sword of the hourglass active, its also not the clutch save-your-butt that the hourglass is too. the lilandrys/this combo is an obvious no brainer but with out the extra damage (doubled burn) and utility of rylais slow i think it can be manageable.

I don't think we need more mPen items. Locket aura was removed after all.

their aren't to many flat mr options when it comes to itemization, unlike armor. so i agree with him ^, we don't need more mp when we really don't have that many mr options.

You dont need more flat MR. They removed the Pen from abyssal because they removed the MR aura from locket. Simple.

But here is the catch

It is a hybrid item

well thanks for the support guys and gals. if it helps (but mostly will hurt) my argument i play mostly abyss now and those "widows" are really killer when you're in a constant five v five and while ad assassins still have auto attacks as well as life steal for sustain and now three spells shields (i know qss isn't but when you need that disable and it gets cleansed you're usually s.o.l.), ap assassins have none (i really miss wota (give me this back riot and you can forget all about this thread)). i know this is a dynamic game that changes all the time but it makes me laugh when i look at the paradigm shift. for the longest time there was only one flat armor pen item, the brutalizer and yomuu's tree, and three ap pen items, sorc shoes, abyssal, and haunting. now its three and two though more like three and one cause i'm sorry, i don't like to count sorc shoes cause as boots they're pretty much ubiquitous for mages and you get a hell of a lot more from the ad pen items than just pen and some movement (and haunting and lils are pretty much the same cause who's just going to leave it a guise all game).

the main reason i wanted to see this other than just personal preference (the lb build) is that riot always tries to harp on "diversity of builds" which for ap assassins is right now, sadly lacking. its pretty much morellos, dc/ludens or both and void, and if you have skill liches if you don't proto belt (or abyssal if their ap is doing well). also this extends to anti-beef mage builds as pretty much you are always going to end up with the tired, but true, rylai's/lilandry's combo and i would just like to see it be more of "you can build this" rather than "you have to build this."

Also it was nice with that lb build in a skill sense (i know riot harps on this all the time even if they leave champs like annie and especially [expletive deleted] sona alone), if you were good enough at mana management you could forgo mana items and even hard ap items for damage boost from the pen.

sudden flash of insight.

how about instead of the passive its now an active that the next spell cancels all shields on the target before damage is applied (maybe not sivir's or noc's or edge's spell shield but all damage absorbing ones)? similar cool-down of course.
