ima take a wild guess here and say that jin is able to disable champions main strengths/ults for long periods of time.
in all the trailers he seems to be targeting champs specific strengths and turning them into weaknesses. i think it will go beyond a simple silence tho.

he is actually shooting garens heart. its his will and love for justice and demacia that is his weakness but at the same time gives him strength. vi's guantlet is her weakness in that she depends too much on them, but is also her strength for obvious reasons. zeds past is still shrouded in alot of mystery, but according to a riot post on his release his mask hides something that he does not want others to see.
sonas old lore is retconned, so we dont know exactly is up with her new lore yet and why he is targeting her throat/voice but it could also double as a strength+weakness depending on what her new lore is.
so each of these champions strengths can also be seen as weaknesses.

apparently certain people can still here her tho. she speaks in game, but "summoners" are retconned from the game entirely, so they have to do something with the fact that certain people can here her despite her being "mute".
