lol, turrets are not that fast except TT nexus turrets maybe

No, but even the pros weren't orb walking at that speed. They'd plant their feet and click targets till someone died, them or enemy.

there's a hero in hots that becomes a turret and league doesn't need that it's really unpleasant

id be down for a champion that becomes Turrets like Ragnaros from Heroes of The Storm, this niche could fit any subclass that is known for being durable too, like Juggernauts ( Garen Darius Mordekaiser , Battle Mages ( Swain Vladimir Malzahar ), Skirmishers ( Jax Warwick Aatrox ), Vanguards ( Leona Nautilus Maokai ) , there is a lot of directions and ability concepts they could go with this single idea :D

Urgot is basically a turret with his maxed W

A turret champion would feel really out of place in league though. Every champion has some crazy niech like jinx is a crazy gunslinger and riven is a self imposed exile.

A turret champion just sounds really plain to me.
