We should attach jungle bonus gold to smite
Not to jungle items.
Why? this makes no sense right? Well hear me out.

Junglers get poor gold flow. This is a known fact. The junglers have the second lowest average gold in game after support. Giving them an extra 60-90 gold on first clear only is a non issue since that's what this amounts to giving them a few extra pots.

There are a few nitch junglers which have basically been erased because of the changes to magus (Fiddle comes to mind.) but would love to build non jungle items to stay relevant. Unfortunately the massive differential in gold over the game makes this simply impossible.

The jungle items are REALLY STRONG for most champions so strong many mid laners and top laners take them. This is key because arguments that "The jungle items are OP this change is pointless!" are simply wrong for some champions (fiddle) but in addition the ability to pick up an extra ward or a couple of potions would just make the junglers better at doing their job.

If the jungler wanted to early game bully he would finally be able to go double longsword and not give up say 90-120 gold for the CHANCE at a kill. That isn't to say there is no trade off. Lacking blue or red smite may cost you your life or cause you to miss a kill. It's still a choice not strictly better for one or the other.
Simply put the gold passive on jungle items should be moved to smite. Smite items have become so strong that this would largely effect a few corner cases and improve options and viability of some champions.
