Have you considered attacking the champion that can't heal herself, instead of the champion she can spam heal?

...still don't realize that when an enemy has Soraka bot lane is yours to lose not theirs to win?
...well sorry to tell you this but you are bad, and it's not Soraka but it's you. She isn't now nor has she ever really been a problem in bot lane. If you don't know how to beat a squishy champ that depends on spamming heals but can't heal herself there is literally no hope for you in this game.
