Can Kennen's W not go on CD when a target dies mid-cast?

This has troubled me with Kennen since forever. Maybe at least give it a short lockout time like Caitlyn's ult when her target dies during cast.

And before people complain about "buffing" Kennen since he is fairly strong/annoying right now, this really is just a QoL change mostly for farming.
