Fizz's Q doesn't hit only Urchins,nor is it protesting urchins, why does Zigg's bombs have to bounce?

it is a bouncing bomb, so it bounces. if not it would hit the first minion/creature/etc it came into contact with

It's a double edged sword. It also allows it to go over minions, so it allows him to hit a certain spot.
