If a champion had mobility, why can't it JUST dash and not do anything else???

So say a champion had a dash. Why can't it JUST dash without doing any damage/cc/AOE. Basically the ability does nothing but dashing. However all champions that have mobility, their dash does damage/CC/AOE ETC... Just a thought...

Lucian is only one that has a dash that doesn't do anything except dashing.

except his passive exists so his dash lets him get off a double attack. Meaning his dash gives him more damage similar to Graves

As a skill, it's only dash ability that just does dashing and not having any bonus effects, not taking passive in account!

Zed's recast of his w is essentially a dash that does no damage. Not that he needs any more. Riven's E is a dash that does not apply damage/cc/aoe. It's just a shield.
