When did Ryze get buffed?

Literally just played a game against a Ryze mid, I was jungle. Ganked him because his positioning is god awful, made him go 0-4 in lane, easy game.

Then the 0-4 Ryze locks down our 2-0-3 mid laner and one shots him with a WEQ combo. No QWQEQ, just WEQ, from full health. I check the Ryze's items. A tear, boots, some pots and maybe a Tome, "Hello?"

Then I come to gank, never played Khazix before so I'm getting used to his jump range. He locked me down and from 1500 health to 0, one shots me. I check his items again to see that he hadn't actually backed. "Wtf?"

Just using WEQ, no extra Q's, he can one shot people with literally zero items? Hello? Riot? Are you okay? I think your balance team just literally shit their pants here.

Either that or Ryze is seriously bugged and he's allowed to put out late-game damage with no items, 2 level behind and 0-4. Btw? That guy ended up going like 28-7 or some shit that game. Seriously. This game is turning into a joke.

EDIT: Also, we're talking about Stormraider's Ryze, not some Thunderlord's ridiculousness.
