You are greatly undervaluing the the Echo passive and the empowered Smite.

item 1400 gives you item 3142 minus the movement speed and lethality and it costs 275 less than youmuus and gives you the smite buff.

That way mages can't jungle. That's why as soon as reworked malzahar could jungle they nerfed him down hard to stop such abominations

Because needlessly large rod doesn't cause your abilities to explode?

is the explody passive that does 120 damage really cost that much. item 3285 gives you 40 more ap, 3% more movement speed and better passive base damage for only 575 gold more.

Yes but it doesn't have the 1k g worth of jungling tools and smite buffs.

Runic Echo's passive deals increased damage to jungle camps and restores missing mana while building out of a core item for junglers.

Look, I didn't say it was worth. I think the ap jungle item is shit and wish they never took out runic spellblade.

Because:

2% movement speed +10% Life Steal vs Monsters +180% Mana Regen while in Jungle At 100 charges, deals 60+10%AP bonus damage to up 4 targets , +250% damage to large monsters restoring 18% missing mana Smite can be cast on enemy champions, dealing reduced true damage and stealing 20% movement speed for 2 second. Basic Attacks deal 25 bonus damage vs. monsters. Damaging a monster with a spell or attack steal 30 health over 5 seconds. Killing monsters grants special bonus experience.

There's a lot of other stuff.

it just feels like the worst jungle item out of the bunch with warrior and cinderhulk b eing the top tier.

Well, that's fair. It's understandable that you have felt that it doesn't perform as well as the others.

Here's a question to consider though: How much of that is the items, their efficiency, and how much of that is due to the nature of the jungle that makes it more unsuitable to most AP champions?

probably both, I just feel so much weaker when I play an ap jungle after finishing Runic echos than I do after finishing item 1400, perhaps it isn't cause runic is bad maybe warrior is just slightly too strong I do't know

UNIQUE – ECHO: Gains charges upon moving or casting. At 100 charges, the next instance of ability damage you deal will expend all charges to deal 60 (+ 10% AP) bonus magic damage to the first enemy hit and summon up to 3 lesser bolts that target nearby enemies, prioritizing enemies damaged by the ability and champions over minions. Echo is amplified to 「 250% 」 magic damage on large monsters. Hitting a large monster with this effect will restore 18% of your missing mana.

Because you get more than just a bundle of AP from runic echoes.
