Riot has outright stated that stealing another lane without your teammate's agreement is reportable.
A lot of them shape up pretty quickly when they hear that, though some aren't bright enough to care.
Anyone else never have this happen to them ever??

I'll be honest as much as I hate dynamic queue and the fact you can premade groups, I've never had this happen to me.
If someone wants to go ADC in the top lane I don't see what the problem is. Didn't Riot themselves posted they think it's acceptable to put someone like that there and used Urgot as an example? I have played Sivir in top lane and find it very good personally. If they meant that they are demanding the support to assist them in lane then yeah maybe that's not so good in terms of manners, but if they are okay with solo then or if you're not even the bot lane and the bot lane guy doesn't care then you're making a big deal out of nothing IMHO.
