Looking at few statistic sites he sits at a 47% winrate with a 0.67% play rate. That means the OP arent able to keep him at near 50%. He feels super squishy and his W doesn't heal nearly enough, his damage is fine i'd say.
He gets bursted down really quickly, but can run over people at the right moment. Honestly, I’m on the fence about a buff for Olaf...
He needs a change in his w, at least vampirism to heal with abilities (minimum), right know is shitty xin zhao version. But kiteable as hell.

I don't like this measurement, win rate should only be considered based on people with 50+ games on a champ. Some are a lot harder to master. A huge key to balance is how are people that dedicate themselves to champions faring.
If they're doing well, but people with low game counts have really bad win rate, it just means that it's a champ that requries learning. If they're doing poorly, the champ clearly needs buffs. If it's high even on people below that, then it certainly needs a second look.
