It was aram and the assist changes have made him so much stronger on aram. Also didn't they make his w fall faster?

The fact that he's always been able to do it doesn't make it balanced, it means that he's always been badly designed.
He's much more reliable now since it's nearly impossible to stop a smart Veigar from stacking his Q and he stacks faster. That combined with the Deathcap change means that he has more AP at all stages in the game than he did before.

The ability to instantly kill someone with a single targeted ability isn't balanced in any setting in this game.

Draven - Can one shot pretty easily with a crit. Considered balanced by most of the league community

Also, Veigar's W isn't targeted

Draven needs to be full build against an underleveled opponent with no armor in order to do that.

Veigar does it with his ult against any AP champion and he only needs like two-three items to do it.

Neither is yours. I have had 1000 AP and have very rarely been able to walk up and press just R and delete someone with just that.

Also mine is true I will calculate the damage if you would like. An auto crit with a Q crit would kill them

With 1000 AP, your ult does 1500 damage before it even factors in your target's AP. Given that an AP champion is probably going to have upwards of 600 AP by the time you have 1000, they're easily taking 2000 raw damage from just your ult, which is more than enough to kill any mage from full health.

Draven with those items will have around 275 AD (and i'm being generous with runes and masteries here). 275 AD crits for 687 damage, and his Q adds another 220 damage to that so in total the attack hits for around 900 damage before mitigation (and that build doesn't have LW in it). 900 raw damage isn't enough to kill a champion unless they're under level 6.

Considering almost all mages build either item 3027 item 3116 item 3151 item 3001 or a combination of them, no it is not. Also you didn't factor in any MR. It would not one shot them

Also by the time you have 1000 AP you deserve to do that kind of damage. Syndra is considered pretty weak and if she slams her ult into your face with 5 items as an ADC you are gonna take similar damage.

What?

No they don't.

RoA and Liandry's are only built on very specific champions, Abyssal is only built on melees, and Rylais is only really bought as a very situational last item except on a specific few champions. The vast majority of mages go pretty close to glass. Between Void Staff, boots, and Runes/Masteries, a mage without a full-on MR item will have less than 15 effective MR against him, and that's assuming they have scaling MR runes and not CDR.

Also by the time you have 1000 AP you deserve to do that kind of damage. Syndra is considered pretty weak and if she slams her ult into your face with 5 items as an ADC you are gonna take similar damage.

The difference being that Veigar can pull it off much earlier than anyone else. That's the entire point.

At any rate, hitting someone for 90% of their health with a single targeted ability still isn't balanced. Fizz got nerfed for doing the exact same thing with his Q on a three item build.
