Sivir ... Her spellshield makes any engage based support cringe. Well timed Spellshields net you mana back to push the wave harder. Getting a Morgana to support you should just about ruin the day of any heavy engage reliant bot lane combo.

If you have 330 ms, that's your problem. You need to buy boots.

Early game, before you can buy boots, two hooks and he's out of mana. Since minions are actually a threat, you can use your minions to effectively shield yourself.

easy answer, there just isn't an efficient way. you can stay behind minions for a while, but you can't stay there forever, even so, there mere presence of a Blitzcrank will make you lose lots of CS as you won't always have a spot behind a minion to farm, so the most moronic of Blitzcrank users will already be doing a big favor to his team by just existing, even if he misses 99 out of 100 hooks.

and then, he has his speed boost to easily flank you when you are behind minions.

so, the only efficient way is: always have a summoner 4 to burn and lots of item 2003 to use if you successfully flashed away.

Anticipation improves reaction speed.

If you have a sense of what's going to trigger a hook response, then you can be prepped for it. You can also bait hooks if you need to and are prepared in case you f it up.

Also, listen for the sound, that gives you a bit of time to get moving, and if you're at a distance that can be enough.

Dodge forward. Most people throw skill shots of any form behind you. Go perpendicular to Blitz, in a generally forward direction. If he looks like he's figured out the trick, swap back.

Always remember to beat the grease out of him any time he misses. If he's damaged enough he can't safely hook you unless it's into a turret. (so don't hang out near his turret) He might still try and hook you, but if he's damaged enough, you can just kill him and move on with your life. He cannot actually global you, much as he may hurt.
