What Top characters are tanky enough and able to quickly attack or cast enough to farm under tower?

The most common advice I get told when against a bad matchup is to "just sit under tower" or "just farm under tower." Most frequently though, this results in enemies hard shoving their minion wave while harassing at range

or diving under my tower then dashing out with a shield, other damage immunity, or just forcing me out of the tower themselves

Since all of these characters are damage orientated, it would make sense to play something more defensive, but building defense means forgoing the ability to match the opponent in farming speed and reliability. See, while offensive characters build a stat that helps them both win trades and kill minions, defense only does one, at a slower rate than offensive items do, so they not only lose out on cs, but fall off as the game goes on and their 80% gold efficient loses hard to the 120% efficient etc

So as the title asks, what characters are good at safely getting CS while under their tower, so as not to die to the dives, pulls, poke, or massive wave control disadvantage?
