Tormentula2 votesBehind the reasoning with building mobis on anything is for more global map presence. Being able to get from one lane to the other is very important in games where you're basically racing to groups, protect towers, or keep up with tps/global ults(rek'sai, tf)/other things.
They're not for engages and that's not what volis building them are intending them for. They either want the MS to roam more since they didn't build a deadman's or they're trying to keep up with everything at once. A voli would usually just flash on somebody anyway, he's a champion countered by kiting and no boots will change that.

Basically EVERY pair of boots is more useful on Volibear except Sorcerer Shoes.. lol
Also global presence, fyi farming in the jungle you are going to have a 5 second delay every single time you do a camp at which you could have been moving between 20-30 Movement Speed more with another pair of boots. Overall you don't save time with Mobility Boots, in the long run you are actually saving more time with another pair of boots because you aren't moving like a turtle from camp to camp.

Edit and it isnt like he cant just swap boots out mid game for ones that work better for the situation he is in.

It's a plus if you are a champion like Lee Sin or Kha'zix who can gap close from camp to camp, Volibear cannot. Lee Sin doesn't have to walk anywhere in the jungle, making Mobility Boots perfect. Volibear however does nothing except walk.. Mobi's do not help Volibear get from lane to lane faster, unless of course he is missing camps to go gank, which would in turn ruin his early game and also cause him to delay his late game.
Farm -> Go to gank -> Oh guess what, 5 second delay at 25 movement speed -> RIP 5 seconds longer to gank than you should have spent.
Maybe that doesn't seem bad but that 5 second slow could be a game changer in getting there that much faster.

Ignore this man, Mobis are good for getting across the map faster. Which turns into more gank pressure as well as getting past wards while giving the lane less time to react.
It also helps get past that area where youre too far to start charging(which would take over for mobis)
