If you're going to hit the damage on Sion's E this hard

Had a Garen game facing a Malphite spamming Q with Arcane comet; he was essentially playing poke mage with a tank.

I never said that Sion's E didn't have problems. But now that they are making it essentially a one-point wonder until Q and W are maxed, that means Sion will be maxing Q, which is much easier to avoid, and doesn't have nearly the range of his E. I fail to see why Malphite should get to bully people out of lane with his single-target Q that will do way more damage than Sion's new E setup.
