Is it just me or is cho'gath a shitter?

I find that one of cho's biggest weaknesses is that as a tank late game he does 0 fucking damage to anything with even tiny bit of health and MR (unless he noms them) Why can't cho'gaths E give him bonus magic penetration like darius E does. No one maxs cho'gaths E first so It would be a solid buff that would maybe make him decent again?

Um... I don't really play Cho'gath, but I was under the impression that his E was something that did a surprising amount of damage if you maxed it first. Like, that it honestly wasn't a good idea, but that if you were going damage but still wanted to be more tanky than mage, it was the ability. Again, I haven't played him in a long while, so maybe I'm misremembering.
