What would this ult rework do to Riven?

Blade of the Exile COOLDOWN: 110 / 80 / 50 Blade of the Exile

PASSIVE: Riven reforms a fragment of her sword upon hitting an enemy champion with Broken Wings or spending a stack of Runic Blade (Max: 3 fragments) that are lost after 10 seconds or upon leaving combat with an enemy champion for 5 seconds, gaining 7% AD as bonus attack damage per fragment, increasing her attack range by 25 per fragment for a maximum total of 200, and augmenting Broken Wings and Ki Burst's radii.

ACTIVE: Riven reforms her blade immediately for 15 seconds, gaining maximum fragments. If Riven already has maximum fragments upon activation, she casts Wind Slash.

_Wind Slash: Riven unleashes a wave of energy in a cone, dealing physical damage to all enemies hit, increased by 2.67% for every 1% of target's missing health for a maximum 200% increase at 75% of target's missing health. MINIMUM PHYSICAL DAMAGE: 80 / 120 / 160 (+ 60% bonus AD) _

Looks like nothing but a straight-up buff to Riven.

Sure, she doesn't get both her active steroid and Wind Slash at the same time, but giving Riven yet another passive steroid and allowing her access to Wind Slash as long as she's playing decently well anyways means she's always just that much stronger.

Where would you make changes?

Is the general concept a good one and you would just pull power away from something else?

Or is the concept a poor one that wouldn't help even her out?

The reasoning for this change was to make Riven work for the execute instead of it being a button press away. (Much like fighting games that have Ultra Combos and the such.)

Also, wasn't sure if it was clear or not, but activating the ult to get the fragments immediately will not enable her to use Wind Slash until the ult has refreshed its cooldown.

A Riven who is playing even decently well will always have at least a couple of stacks of that passive up when she goes in for trades, because absolutely every Riven will be both hitting an enemy with Broken Wings and spending passive stacks with autoattacks.

Frankly, if you want my input I'd double the number of necessary stacks. Riven doesn't need anything in the way of buffs.

You did manage to communicate that the active was a choice between the long-duration steroid and the execute, though.

So, pop her natural passive to 6 stacks maximum and she needs to AA twice to get a fragment?

I'm cool with that.

I was just looking for a way to make her less feast and famine while trying to stick to the idea of "Fighting Game Character".

Actually, what I meant was halve the effectiveness of ult stacks, have them extended as long as she can keep adding stacks, fall off all at once, and need about 5 stacks before she can activate Wind Slash.

Allowing Riven to queue up that many empowered autoattacks would just be disgusting.

Hmm. That might need a visual rework to her character to visually represent 5 fragments to the sword. but I can see what you're saying.

What if the passive damage was changed to 2% bonus AD per stack and required 5 stacks, and then at max stacks Riven would use Wind Slash, but at less than max stacks would have a lower cooldown and give max stacks that gave 4% total AD per stack (max +20% AD). This would emphasize the difference between the two ults while preventing the passive from being outrageous.

I can dig it.
