So does Riot just not care that their employees fuck up?

I remember one patch that Ryze was released to servers as broken as North Korea and it's government. And then this patch, a completely broken item was released that let TF do more basic attack damage than my lategame vayne. Seriously, I'm just starting to think that riot likes a specific employee on such a level that just isn't professional. I can't think of a more realistic reasoning behind this being allowed into the game, honestly I can't. Because we all know that Riot employees play what they create before being launched into the community, taken feedback about the testing community and forums and used all of the tools and tricks to avoid this from happening.
