What is the reasoning behind this unneeded Fiora change?

Bladework (E) bonus attack speed increased from 50% to 50/60/70/80/90% cooldown lowered from 13/11/9/8/5 to 11/9.5/8/6.5/5

Please tell me why she is getting this huge of a buff. Anyone at Riot, or someone, an expert, on who can tell me WHY in the living hell would Fiora need 40% more attack speed on her E. It's seriously getting out of hand. I have no words for this buff. Is Fiora getting a skin or something?

Not even just that, do the fiora players even want this kind of buff, what exactly is she struggling against and will this even help her against that or just simply make her overbearing against what she might already be good at dealing with.

Nah, its just we want to bring her back to her Worlds self, where she was completely oppressive and hard to take down. This buff is one of many I could possibly foresee in the future.
