The buff doesn't bring back her NUCLEAR SPEARS OF DESTINY, it means that they're going to chunk slightly more of your health if you fail to dodge early game.

dodging a single nuke is easy, but dodging nukes coming out of minigun is hard as fuck as long as she got such low cds, nida should not recive any buffs and on top of that you cant even catch her unless you hard engage
