Botrk was very strong at some point in general - now it is in an ok spot but crit itemization is better again. Twitch can't get that much use out of Essence Reaver because he scales much more with the additional combat power form Infinity Edge than CDR or mana. Runaan's bolts get the additional range from his ultimate which means he can more of that sweet AOE damage. With the penetration penalty on his ultimate bolts, the runaan's bolts hitting the later targets can end up dealing more damage to secondary targets than the primary one. If Rageblade will be a thing on him will be seen after the changes come live. Can't say much about that at this point.
