Did we really need to make Sejuani have no dueling ability?

Say whatever you want about the Sejuani rework, whether you like it or dislike it or whether you think it's balanced or not. What cannot be denied is that she has no DPS anymore. Beyond the initial burst from her passive, this champ has practically no damage to speak of. This leads to Sejuani being unable to solo basically anyone and she loses 1v1s to practically any other jungler even when she's ahead. Is her new E really worth so much that both her ult and her damage needed to be gutted to compensate for it? Statistics appear to say so but she's a lot less fun to play than before. The rework completely removed the diver portion of her identity in favor of making her a CC bot. I loved getting huge pre-rework and 1v2ing the enemy bot lane; new Sej can't kill anyone by herself and it doesn't suit her.
