I love these wonderful missions, it's so amazing you aren't making boring missions like "Play 10 games in any mode", "Get a score higher than A on any champion" or "Play 5 games that last more than 20 minutes" which are clearly impossible for people to fuck up and are easy to do for everyone, and instead you are making mission like this, so people can just waste 20 minutes of my life and intentionally ruin the game while nobody can say anything to them otherwise you become the one who is ruining the game since you told them to not fucking troll.

The mission is win a game where you built IE. There are more than enough champions that can actually build that item effectively. That Cho'Gath just wanted to troll around, and there wasn't really anything that could have prevented that (and if it was the master pass mission, where all you have to do is deal 50k AD, there are even more champions that he could have picked)
