The main thing op about it was the drain's interaction with Athene's/heal+shield power/stoneborn pact on even support champs with minimal heal/shield abilities. Now it's quite a pointless or later-game item except for its heal/shield bonus. Redemption will be priority buy again.

To an adc, survival/sustain is important early/mid... that extra on-hit dmg is good for late-game after they're up to speed.
