No she wouldn't. She couldn't function with mana.

they could give her low mana costs so if she overextends her time in a fight she cant fight or escape it also gives her some breathing room with nerfs they could give her more damage or buff her in ways they would like too because she uses mana.

kat would need buffs if she had to function through mana. She's strong early and weak late. If she had to use gold on mana early, she'd be straight garbage.
