The difference is those champs are supposed to be tanky. Rengar isn't.

I mean he doesn't build like a straight tank. He gets bc and then two, maybe 3 tank items. And even before bc he has to get warrior if he's jungle. But yeah bruised Rengar is just plain dumb.

It's the low cooldown Q, trust me. He needs meaningful cooldowns, else he's always gonna want to go tanky so he can use his Q multiple times in an extended fight. Prerework he was oneshotting, so he didn't need to go tanky (also his ratios were worse, on Q anyway, I believe, although attack speed boost... didn't do much without AD to back it up) because oneshotting was more effective.
