I play a lot of Skarner and he doesn't really need blue buff that bad. He's on the same level as Udyr, once you finish Iceborn you shouldn't have any mana problems. Blue is nice, but not necessary.

Without the spires he constantly OOM'd while clearing the jungle. Spires prevent that from even being a possibility. That's what I was saying.

Also, Iceborne isn't even required to avoid mana problems. He simply doesn't have them unless he stays out of jungle/river for more than 2 minutes, which is actually pretty rare.

item 1039 + spire is more than enough for infinite mana at any stage of the game.
