@Riot is every champ being compensated early game for lack of mana potions?

I saw on the pbe that lots of champions are getting mana buffs early game shether in base mana or the mana regen so I wish to ask will every champ be compensated or only those who are mana reliant early game?

Example of those compensated: Nasus, Sion, Alistar, Vel'Koz, and Swain.

Thats not all of them but some of many.

They've said they're only compensating the champions who typically purchase mana potions. If they buffed the people who don't have mana problems in the first place then it'd just be a free buff for them, which would mean there's no benefit for the people who do buy potions.
