If they release that item it's become clear. The balance team is sucks, and they unable to creat jungler item for the carry style junglers. both devourer and feral flare was a complete failure.

Actually Sated Devourer gives exactly what those were missing before: an end to the farming.

And if a 50% increase on on hit effects turns out to be too strong, they can put in on every third attack.
