is it garenteed to be a skin for a champion you own?

To my knowledge the answer is no :X

On the pbe it could be any skin; if you didn't own the champ it would just go into your inventory as permanent skin unlocked until the champ is owned and then it would jump into your inventory.

Not the case, you cant unlock the skin permanently without owning the champion first.

Does it sit in your inventory though as "perma skin unlocked?" OP is referring to the re-roll thing. I haven't run into the scenario on live yet to check :/
