About delayed procs/damage on assassins

Ive played eve on the PBE for a bit and the more i play her the more i realize that delayed damage/procs just isnt good for the game in general. it works on Zed ult because the damage is a mark that he does not need to proc with his other abilities, but instead the damage is INCREASED when he uses his other abilities. Because of that it means it is up to his opponent to counterplay the marks inevitable dmg through either heals, shields, hourglass, etc, but if his opponents do nothing then the damage is guaranteed to go off. Regardless of that zed doesnt depends on his ult to get kills, usually he out outplays you with his other abilities and uses his ult more as a tool to escape and outplay rather than actually kill you with. this is because even tho zeds ult is "healthy" its not at all reliable to kill someone with.

when it comes to champions like Leblanc and the new reworked Evelynn it is a bit different. the damage from the marks they apply will only be set off from there other abilities (or AA in eves case) and ONLY after waiting the full 1.5-2.5 second duration... after that delay is up you have an even shorter window to proc it or you lose out on alot of burst/CC. in slower paced games abilities with delayed damage would actually be great. in HoTS or Dota it would be an awesome ability, but in league the games are far too fast paced for delayed damage to ever be effective, and it is a unfair handicap on assassins who can only burst down at most 1 target.

Think about everything that can happen in 2.5 seconds... (keep in mind this is just an example) in 2.5 seconds Ahri has hit you with her INSTANT charm, Malphite has ulted you, Camille has trapped you, Vayne is AAing you, and Morgana has Qed you. and that is all in just the first 1 seconds. meanwhile, the target you just Marked is hiding behind tanks or has item 3140 ready to be clicked. this is a more extreme example, but the point is that all of those abilities are instant cast abilities that can all be casted in a time frame of 1 second or less, let alone 2.5 seconds... some CC/Silences last that long.

TL;DR, delayed damage is just to much of a hindrance for a game that is so fast paced and it allows for TOO MUCH counterplay. i understand that eve in particular needs to be chained behind delayed damage because she is perm stealth, but 2.5 seconds is alot and i think there are better ways around it. kayne and zeds ult are good examples of delayed damage that works. Sigil of malice and Lust dust are examples of abilities that handicap you too much for no real reason. honestly id rather see the 3 hit proc on either LB or eve that ekko and talon has rather than a 2.5 second delay. yes 3 hit procs are overused, but they flow well with the fast paced flow of the game.

It's okay on Kat, talon too and zed, ekko as well, it's a problem late game on assassin's cuz you won't be able to do anything against a adc. In lbs case, she just gets blown if if she uses E when there's more then one person around. This worried me about the eve rework too, doesn't seem like you'll ever want to try to get off the full W since it makes it very obvious that you're coming from them and that they should run or go behind the tank.
