But with only Lethal Tempo's temporary attack speed increase applying to him for the duration, and not ones from items or other effects. Discuss.

If you're talking about making it apply to him so he can actually auto faster over just giving him additional AD, no imo. With the way he scales and the way his autos work, he'd be getting free damage ontop of being able to burn through his ammo to the 4th shot much too quicky.

He's allowed to scale the way he does because he's limited to the amount of shots he can get off over a fixed period of time. This could potentially make him a big problem (again imo)

I don't think it'd be overpowered on him, since in the early game it wouldn't give him much of an advantage over other marksmen, while mid-late, although it would certainly be a buff to his damage output.

If Lethal Tempo was changed to give temporary base attackspeed and allowing overcaps (think kinda like how Gargoyle Stoneplate temporarily increases your HP or Steraks gives base AD for synergy with things like trinity force) instead of being coded as bonus attack speed and allowing overcaps, you could enable Jhin to utilize the keystone without giving him additional AD or MS scaling from the rune, while as far as I'm aware, not alter how any of the champions that currently utilize the rune interact with it.

Lethal tempo work on Jhin but instead of making him attack faster, he gain more Damage.
